Export prices declined 1 percent due to the government’s plan to speed up its rice stocks. On July 1, 2013 the National Rice Policy Committee (NRPC) agreed to reverse the government’s decision to cut the rice intervention price for the current MY2012/13 Off-Season Rice Paddy Pledging Program. Due to pressure from rice farmers, the NRPC agreed to reinstate the previous rice intervention price of 13,800 – 15,000 baht per metric ton ($445 - 484/MT) for white rice paddy. However, the NRPC maintained the decision to cap the amount of rice pledges to 500,000 baht per farmer household ($16,130 or approximately 40 to 45 metric tons of paddy). In addition, the government will be allowed to sell its stocks of rice paddy for parboiled rice production in order to boost parboiled exports, which declined 54 percent to 0.5 million metric tons in the first five months of 2013.

Rice Export Update

Unofficial rice exports (excluding premium white rice and fragrant rice) for June 24-30, 2013 totaled 39,356 metric tons, down 3,739 metric tons from the previous week, and down 4,047 metric tons from the four- week moving average of 43,403 metric tons. Exports of white and parboiled rice from January 1 through June 30, 2013 totaled 1,708,031 metric tons, down 34.2 percent (2,594,015 metric tons) from the same period last year.

Total rice exports (including fragrant rice) from January 1 through May 31, 2013 amounted to approximately 2.5 million metric tons, down 14 percent (2.9 million metric tons) from the same period last year.
