Export prices declined slightly due to the sales of the government rice stocks. The government will conduct a public tender totaling 452,538 metric tons on November 19, 2013. The tender will consist of 5% grade white rice, fragrant rice, and broken white rice from its MY2011/12 and MY2012/13 rice stocks (Table 2). Five rice exporters are reportedly participating in the tender, mostly for 5% grade white rice for export. The government also announced an additional tender of approximately 125,961 metric tons from the government-owned rice stocks through the Agricultural Futures Exchange of Thailand (AFET) to take place on November 25, 2013. This will be the second tender on the AFET, which will consist of 94,798 metric tons of 5% grade white rice and 31,163 metric tons of 100% B grade fragrant rice. In its first tender of 140,424 metric tons via AFET on October 25, the government approved the sale of 14,977 metric tons of 5% grade white rice for delivery in January (1,963 metric tons) and February 2014 (13,013 metric tons). The bids were finalized at approximately 15 percent below the current market prices.

Rice Export Update

Unofficial rice exports (excluding premium white rice and fragrant rice) for November 11-17, 2013 totaled 61,801 metric tons, up 30,362 metric tons from the previous week, and up 15,855 metric tons from the four- week moving average of 45,946 metric tons (Table 3). Exports of white and parboiled rice from January 1 through November 17, 2013 totaled 2,870,239 metric tons, down 36 percent from 4,505,122 metric tons in the same period last year, mainly due to a reduction in parboiled rice exports.

Total rice exports (including premium white rice and fragrant rice) from January 1 through September 30, 2013 amounted to approximately 4.6 million metric tons, down 8 percent from the same period last year.
