Domestic and export prices declined 1 to 3 percent from the previous week due to sales of government rice stocks. According to the details of the March 10, 2014 public tender (Table 2), the government reportedly only sold approximately 180,000 metric tons of the total tender it announced, mostly 5% grade white rice to large exporters. The government will issue two additional tenders this week. On March 18, the government will be seeking bids to deliver 100,000 metric tons of 5% grade white rice to China. The delivery will be the first tranche of the total 1 million metric tons of rice the Thai government has agreed to ship to China as part of a government-to-government agreement signed earlier this month. Meanwhile, last week’s tender of 244,454 metric tons of white and fragrant rice through the Futures Exchange of Thailand (AFET) has been postponed until March 19, 2014 due to the political unrest. The revenues generated from these bids will be provided to the Bank for Agricultural and Agricultural Cooperatives (BAAC) to finance the MY2013/14 Main-Crop Rice Paddy Pledging Program.

As of March 16, 2014 the government has reportedly received approximately 11.6 million metric tons of main-crop rice paddy (7.7 million metric milled equivalent – Table 3) under the MY2013/14 Main-Crop Rice Paddy Pledging Program. The BAAC has reportedly paid approximately 71 billion baht ($2.2 billion) in loans to 0.6 million rice farm households. The program is being financed through the revenue generated from the sales of government rice stocks.

Rice Export Update

Unofficial rice exports (excluding premium white rice and fragrant rice) for March 10-16, 2014 totaled 66,101 metric tons, up 3,254 metric tons from the previous week and down 7,013 metric tons from the four- week moving average of 73,114 metric tons (Table 4). Rice exports from January 1 – March 16, 2014 totaled 676,959 metric tons, down 26 percent from 911,620 metric tons in the same period last year.
