Domestic and export prices of white rice declined slightly from the previous week as the government continued to sell its rice stocks. The government will issue four tenders of 0.8 million metric tons of its rice stocks between April 9-10, 2014. On April 9, the tenders will consist of MY2012/13 and MY2013/14 white and fragrant rice stocks of 196,740 metric tons via the Futures Exchange of Thailand (AFET), and 169,328 metric tons through the public tender in Suphanburi which is a province in the Central Plain. On April 10, the tenders will include the public tender of 424,240 metric tons of MY2011/12 – MY2013/14 rice stocks, and 13,609 metric tons of low quality white rice (Table 2). The revenues generated by these bids will be provided to the Bank for Agricultural and Agricultural Cooperatives (BAAC) to finance the MY2013/14 Main-Crop Rice Paddy Pledging Program.

As of April 6, 2014, the government reportedly had received approximately 11.6 million metric tons of main-crop rice paddy (7.7 million metric milled equivalent – Table 3) under the MY2013/14 Main-Crop Rice Paddy Pledging Program. The BAAC has reportedly paid approximately 91 billion baht ($2.8 billion) in loans to 0.8 million rice farm households. The program is being financed through the revenue generated from the sales of government rice stocks.

Rice Export Update

Unofficial rice exports (excluding premium white and fragrant rice) for March 31 – April 6, 2014 totaled 91,380 metric tons, up 2,060 metric tons from the previous week and up 10,626 metric tons from the four- week moving average of 80,753 metric tons (Table 4). Rice exports from January 1 – April 6, 2014 totaled 933,871 metric tons, down 18 percent from the same period last year.

According to the Thai Customs Department, the official rice exports (including premium white rice and fragrant rice) during January 1 – February 28, 2014 totaled 1.4 million metric tons, up around 40 percent from the same period last year, mainly due to an increase in white and parboiled rice exports driven by the sales of government’s rice stocks.
