Export prices remained unchanged from the previous week. The government announced that it will conduct another public rice tender totaling 452,538 metric tons on November 19, 2013, which is expected to consist of 5% grade white rice, fragrant rice, and broken white rice (Table 2). The rice will be mostly taken from its MY2011/12 rice stocks. In addition, the tender of 5% grade white rice totaling 152,263 metric tons is conditional for export only. This will be the seventh government public tender issued since July 2013. The revenue generated from the government tenders is crucial for funding the current MY2013/14 Rice Paddy Pledging Program, due to limited government financial resources. The MY2013/14 program has reportedly received pledges of approximately 2 million metric tons of rice paddy (1.3 million metric tons milled equivalent), comprised mostly of white rice from the northern and the central plain regions.

Rice Export Update

Unofficial rice exports (excluding premium white rice and fragrant rice) for November 4-10, 2013 totaled 31,439 metric tons, down 11,258 metric tons from the previous week, and down 12,963 metric tons from the four- week moving average of 44,402 metric tons (Table 3). Exports of white and parboiled rice from January 1 through November 10, 2013 totaled 2,808,438 metric tons, down 36 percent from 4,376,208 metric tons in the same period last year, mainly due to a reduction in parboiled rice exports.

Total rice exports (including premium white rice and fragrant rice) from January 1 through September 30, 2013 amounted to approximately 4.6 million metric tons, down 8 percent from the same period last year.
